I don’t have tutorials, sorry.
About effect: simple shape animation for big sphere plus dupliverts (for tiny spheres) and some noise applied on scale to the parent object (graph editor>properties>add modifier>noise). Flare in After Effects though it would easily been? made in blender compositor itself.

I want to clarify that the? one hour frame is just for setting up the general idea. Obviusly, it takes more time to polish, light and composite to get the final result.
